A study examined how ethnicity influenced experiences and levels of poverty, the effect of place on experiences of poverty among different ethnic groups, and the factors that affected access to routes out of poverty. The study also looked at the extent to which there were specific issues particular to Wales and made recommendations for policy and practice in Wales.

It said that hate crime was still a daily reality for many people, devastating individual lives and creating fear and distrust within communities. The Welsh Government published a framework for action on independent living, outlining the steps it would take to ensure that disabled people had the same access to services and opportunities as the rest of society. Measures in the plan included increasing the number of disabled people who were able to use the internet, and strengthening the tenancy rights of people with learning disabilities.

A report by a committee of the National Assembly for Wales said that the Welsh Government should seek further powers in the area of equality and human rights. There was a divergence in approach to equality issues in Wales compared with England. Although some areas of equality legislation regarding the public sector were devolved to Wales, laws made in these areas could automatically fall should the United Kingdom government ever choose to repeal the Equality Act 2010. The committee also expressed concern about a proposed cut in funding for the Equality and Human Rights Commission.

A report examined the potential impact of benefit cuts on disabled people in Wales. It said that disabled people in Wales would be particularly hard hit. It concluded with a set of recommendations for both the United Kingdom and Welsh Governments as well as public bodies such as local authorities, health boards, and emergency services to mitigate the negative impact of the changes.

A study examined the abuse of people in Wales with learning difficulties. People reported being abused in a variety of settings, including on public transport and in schools: but they were often not believed or supported. People with learning difficulties needed better education on how to deal with abuse and how to stay safe. People who experienced abuse should be given greater access to counselling and therapy, and all reports of abuse should be taken seriously.
